ARCHIVED - Madrid closes bars and restricts gatherings between midnight and 06:00
The measures announced to replace the state of emergency also impose mobility restrictions in 37 health areas
This Saturday at 4:47 p.m. the state of alarm decreed by the central government two weeks ago comes to an end in the region of Madrid and the regional government has decided to again implement measures aimed at restricting mobility and capacity in 32 basic health areas where the incidence of the virus is higher, in almost exactly the same format as before the imposition of the state of emergency.
Regional Minister of Health, Enrique Ruiz Escudero, has announced that gatherings are limited between twelve at night to six in the morning only to "cohabitants", which in practice is a kind of curfew, although the government refuses to specifically call it that; "Between midnight and six in the morning, family or social gatherings are limited, both in public and private spaces, restricted only to cohabitants," said Escudero. "During the rest of the hours of the day, a maximum gathering of six people is permitted, unless they are living together."
Madrid is extending the closing time of bars and restaurants until 00:00 – up until now it was 23:00 - in those areas that are not affected by the limitations of the basic zones of health in which they will have to close an hour before at 23:00.Clients may not be permitted past 11pm in any instance, all establishments must be closed between midnight and 06:00 and all other businesses must close at 22:00.
Consumption is also prohibited at the bar, the maximum capacity is restricted inside to 50% and on terraces to 70%.
This same capacity limit applies to sporting installations and gyms, cinemas and theatres, gaming parlours and funeral parlours.
The general measures to limit capacity and meetings will come into effect from the end of the state of alarm and in the basic health zones on Monday.
Although case numbers have descended significantly during the last two weeks there is still a significant number of cases within the capital. On Thursday the Community of Madrid reported 3,696 new cases of Covid. This is a major rebound after several days of declining figures. The total number of infected since the beginning of the pandemic stands at 297,342. The General Directorate of Public Health, the Madrid Health Service and private hospitals have reported 43 deaths in the last day, a figure higher than any reported in recent days. The global count of deaths in hospitals in the region, therefore, rises to 11,231 deaths.
32 basic health zones
Exits and entries in 32 health areas with higher incidence rates will be restricted from Monday. Although residents will be allowed to leave the perimeter for trips that have a justification such as health care, fulfillment of work obligations, attendance at teaching and educational centers, return to habitual residence, care for the elderly and dependent, disabled or vulnerable, travel to financial institutions, attend urgent citations in judicial bodies, renew official permits, attend official exams that cannot be postponed or argue reasons of major cause, as well as a situation of need, they will not be permitted to leave for other reasons, such as social or holiday trips.Playgrounds will be closed.
